Dans une <a href=\"https:\/\/www.banque-france.fr\/fr\" target=\"_blank\" rel=\"noopener\">interview accord\u00e9e au Figaro<\/a> et publi\u00e9e mardi 9 f\u00e9vrier 2016 sur le site du quotidien, le gouverneur de la Banque de France Fran\u00e7ois Villeroy de Galhau a expliqu\u00e9 qu&rsquo;il existe des moyens de \u00ab <em>rem\u00e9dier aux exc\u00e8s<\/em> \u00bb d&rsquo;une potentielle bulle financi\u00e8re. Selon lui, imposer \u00ab <em>des limites aux achats immobiliers finan\u00e7ables par cr\u00e9dit<\/em> \u00bb pourrait notamment \u00eatre envisag\u00e9 dans ce cadre. Traduction, les emprunteurs pourraient faire les frais d&rsquo;une hypoth\u00e9tique crise financi\u00e8re.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"La_revolution_du_taux_variable\"><\/span>La r\u00e9volution du taux variable<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Reste \u00e0 savoir quelles sont les \u00ab <em>limites<\/em> \u00bb en question. Plusieurs possibilit\u00e9s se d\u00e9gagent, dont une v\u00e9ritable r\u00e9volution culturelle : la g\u00e9n\u00e9ralisation du pr\u00eat \u00e0 taux variable. Aujourd&rsquo;hui inexistant (0,6% de la production de cr\u00e9dit immobilier en janvier 2016) <a href=\"https:\/\/credits.toutsurmesfinances.com\/les-taux-de-credit-immobilier-repartent-en-baisse-debut-2016.html\" target=\"_blank\" rel=\"noopener\"><strong>du fait des taux d&#8217;emprunt au plus bas<\/strong><\/a>, le cr\u00e9dit immobilier \u00e0 taux variable n&rsquo;en demeure pas moins la norme dans une majorit\u00e9 de pays : \u00ab <em>La plupart des march\u00e9s, sauf le Japon, la France, l&rsquo;Allemagne et les Etats-Unis, ont recours au taux variable<\/em> \u00bb, rappelait le directeur g\u00e9n\u00e9ral du Cr\u00e9dit Foncier Bruno Deletr\u00e9 lors d&rsquo;un point presse mercredi 10 f\u00e9vrier.<\/p>\n<p>Le taux fixe pr\u00e9sente en effet certains inconv\u00e9nients : \u00ab <em>Certains r\u00e9gulateurs disent aux banques que pr\u00eater \u00e0 taux fixe est tr\u00e8s dangereux parce qu&rsquo;elles prennent un risque de taux, c&rsquo;est-\u00e0-dire que si les taux repartent \u00e0 la hausse, le co\u00fbt du passif des banques risque de remonter<\/em> \u00bb, explique Bruno Deletr\u00e9. En d&rsquo;autres termes, le financement \u00e0 court terme des cr\u00e9dits immobiliers co\u00fbterait plus cher que ce que rapportent les int\u00e9r\u00eats des emprunts \u00e0 long terme. Un \u00e9cueil que permet d&rsquo;\u00e9viter le taux variable, puisque le risque bascule directement sur l&#8217;emprunteur.<\/p>\n<p>Mais d\u00e8s lors, ce risque de taux devient un risque de cr\u00e9dit, les particuliers pouvant se retrouver dans l&rsquo;incapacit\u00e9 de rembourser apr\u00e8s une hausse des taux. Cons\u00e9quence, les d\u00e9fauts de paiement augmenteraient potentiellement, alors qu&rsquo;ils sont aujourd&rsquo;hui bien maitris\u00e9s en d\u00e9pit de la <a href=\"https:\/\/credits.toutsurmesfinances.com\/les-proprietaires-en-difficulte-pour-rembourser-leurs-dettes-immobilieres.html\" target=\"_blank\" rel=\"noopener\"><strong>progression des dettes immobili\u00e8res chez les m\u00e9nages surendett\u00e9s<\/strong><\/a>. Et l&rsquo;on peut s&rsquo;interroger sur la logique d&rsquo;un tel basculement du taux fixe au taux variable : \u00ab <em>Entre le particulier et l&rsquo;\u00e9tablissement financier, qui est le mieux plac\u00e9 pour porter un risque de taux ? Un particulier, concr\u00e8tement, ne pourra pas le couvrir<\/em> \u00bb, appuie le directeur g\u00e9n\u00e9ral du Cr\u00e9dit Foncier.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"La_fin_des_prets_sans_apport\"><\/span>La fin des pr\u00eats sans apport<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Une autre limite potentielle aux achats immobiliers \u00e0 cr\u00e9dit concerne les emprunts sans apport personnel. Dans les faits, financer \u00e0 cr\u00e9dit un achat \u00e0 110%, frais d&rsquo;acquisition inclus, rel\u00e8ve du miracle. \u00ab Un apport accro\u00eet consid\u00e9rablement ses chances d&rsquo;obtenir un cr\u00e9dit, surtout pour couvrir les frais de notaire \u00bb, rappelait le fondateur du courtier en cr\u00e9dit Immopr\u00eat Ulrich Maurel, dans un communiqu\u00e9 diffus\u00e9 le 4 f\u00e9vrier. A cet \u00e9gard, les r\u00e9glementations bancaires \u00ab <em>pourraient avoir un impact sur toutes les activit\u00e9s de pr\u00eat aux m\u00e9nages sans apport personnel<\/em> \u00bb, estime le Cr\u00e9dit Foncier. \u00ab <em>Ce que disent les r\u00e9gulateurs, non sans raison, c&rsquo;est qu&rsquo;il est plus risqu\u00e9 de pr\u00eater 100 \u00e0 un m\u00e9nage pour acheter une maison qui vaut 100, plut\u00f4t que de pr\u00eater 80 avec un apport de 20. Quand vous \u00eates banquier, vous pr\u00e9f\u00e9rez pr\u00eater avec un apport personnel, parce qu&rsquo;en termes d&rsquo;hypoth\u00e8que, si le prix de la maison baisse, vous n&rsquo;avez pr\u00eat\u00e9 que 80 et vous pouvez vous rembourser quand m\u00eame. Si vous avez pr\u00eat\u00e9 100 en revanche, il y a un probl\u00e8me<\/em> \u00bb, d\u00e9taille Bruno Deletr\u00e9.<\/p>\n<p>Les candidats au premier achat immobilier seraient donc les premi\u00e8res victimes d&rsquo;un tel resserrement de l&rsquo;octroi de cr\u00e9dit. \u00ab <em>On n&rsquo;en est pas l\u00e0<\/em> \u00bb, temp\u00e8re toutefois le directeur g\u00e9n\u00e9ral du Cr\u00e9dit Foncier.
