En cause, le comit&eacute; de B&acirc;le, charg&eacute; de superviser la r&eacute;gulation bancaire internationale, et ses nouvelles recommandations en pr&eacute;paration. Parmi les propositions sur la table, il envisage d&rsquo;inciter les &eacute;tablissements pr&ecirc;teurs &agrave; recourir davantage au taux variable, et non fixe, et &agrave; demander plus d&rsquo;apport personnel aux emprunteurs. Le tout pour limiter les risques en cas de non-remboursement.<\/p>\n<p>Mais la pilule ne passe pas en France. Les banques et professionnels du cr&eacute;dit <a href=\"https:\/\/credits.toutsurmesfinances.com\/le-cout-du-credit-immobilier-pourrait-augmenter-a-cause-de-bale-iv.html\" target=\"_blank\"><strong>se mobilisent contre ces initiatives<\/strong><\/a>. Et la lev&eacute;e de boucliers prend un tour politique : <a href=\"https:\/\/www.senat.fr\/cra\/s20160518\/s20160518_9.html\" target=\"_blank\" rel=\"nofollow\">le S&eacute;nat a adopt&eacute; &agrave; l&rsquo;unanimit&eacute;<\/a> mercredi 18 mai 2016 une r&eacute;solution, non contraignante juridiquement, visant &agrave; prot&eacute;ger les modalit&eacute;s de pr&ecirc;t &agrave; l&rsquo;habitat appliqu&eacute;es dans l&rsquo;Hexagone. A cette occasion, le secr&eacute;taire d&rsquo;Etat au Budget Christian Eckert a indiqu&eacute; que &laquo; <em>le gouvernement sera attentif &agrave; ce que les sp&eacute;cificit&eacute;s fran&ccedil;aises soient prises en compte<\/em> &raquo; par le comit&eacute; de B&acirc;le. Mais justement, quelles sont-elles ? Explications en quatre points cl&eacute;s.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E2%80%A2_Des_prets_en_fonction_de_la_capacite_a_rembourser\"><\/span>&bull; Des pr&ecirc;ts en fonction de la capacit&eacute; &agrave; rembourser<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>En Europe du Nord (Royaume-Uni, Irlande, Danemark, Finlande, Su&egrave;de), l&rsquo;octroi des cr&eacute;dits immobiliers et leur montant d&eacute;pendent essentiellement de la valeur du logement achet&eacute;. L&rsquo;id&eacute;e &eacute;tant qu&rsquo;en cas de non-remboursement du pr&ecirc;t, la banque peut r&eacute;cup&eacute;rer sa mise en saisissant le bien pour le revendre.<\/p>\n<p>A l&rsquo;inverse, pour les &eacute;tablissements fran&ccedil;ais mais aussi allemands, les revenus et charges de l&#8217;emprunteur priment.&nbsp;&laquo; <em>Au-del&agrave; de la valeur du bien financ&eacute;<\/em>, d&eacute;taille Nicolas P&eacute;court, directeur de la communication du Cr&eacute;dit Foncier, <em>les banques fran&ccedil;aises &eacute;valuent la capacit&eacute; de rembourser chaque mois du futur emprunteur. Elles mesurent donc tr&egrave;s pr&eacute;cis&eacute;ment le budget des m&eacute;nages et la capacit&eacute; de remboursement du cr&eacute;dit.<\/em> &raquo;<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E2%80%A2_Taux_fixes_largement_majoritaires\"><\/span>&bull; Taux fixes largement majoritaires<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Autre s&eacute;curit&eacute; pour les emprunteurs, ils ne risquent pas de subir des hausses de taux intempestives en cours de pr&ecirc;t. Les cr&eacute;dits immobiliers &agrave; taux fixe sont en effet la norme. D&rsquo;apr&egrave;s les donn&eacute;es de l&rsquo;observatoire CSA\/Cr&eacute;dit Logement, les pr&ecirc;ts &agrave; taux variable comptent pour moins d&rsquo;un emprunt sur dix depuis 2001, avec une exception notable en 2004-2005 (environ deux sur dix). <a href=\"https:\/\/credits.toutsurmesfinances.com\/credit-les-prets-immobiliers-se-negocient-au-plus-bas-dans-le-nord.html\" target=\"_blank\"><strong>La chute des taux<\/strong><\/a> amorc&eacute;e en 2012 a encourag&eacute; cette tendance (1,2% de pr&ecirc;ts &agrave; taux r&eacute;visable en 2015, 0,5% d&eacute;but 2016).<\/p>\n<p>En d&rsquo;autres termes, les taux, et donc la charge &agrave; rembourser, ne bougent pas en France, &agrave; moins de <a href=\"https:\/\/credits.toutsurmesfinances.com\/7-regles-d-or-pour-renegocier-son-credit-immobilier-en-2016.html\" target=\"_blank\"><strong>ren&eacute;gocier le cr&eacute;dit &agrave; son avantage<\/strong><\/a>. En revanche, ils varient dans les pays anglo-saxons, &laquo; <em>quoique le Royaume-Uni revient ann&eacute;e apr&egrave;s ann&eacute;e vers les taux fixes<\/em> &raquo;, note Nicolas P&eacute;court. En Allemagne, un autre mod&egrave;le pr&eacute;vaut : le taux ne bouge pas pendant une p&eacute;riode donn&eacute;e, cinq ans par exemple, &agrave; l&rsquo;issue de laquelle la banque et l&#8217;emprunteur revoient les param&egrave;tres du pr&ecirc;t en fonction de l&rsquo;&eacute;volution du march&eacute;.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E2%80%A2_Tres_peu_dincidents_de_remboursement\"><\/span>&bull; Tr&egrave;s peu d&rsquo;incidents de remboursement<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Cons&eacute;quence directe des deux premiers points, le mod&egrave;le hexagonal suscite peu d&rsquo;accidents. &laquo; <em>La France est le pays en Europe qui pr&eacute;sente le taux d&rsquo;impay&eacute;s (0,1% fin 2014) le plus faible<\/em> &raquo;, selon <a href=\"http:\/\/www.economie.gouv.fr\/files\/hcsf_rapport_annuel_062015.pdf\" target=\"_blank\" rel=\"nofollow\">le dernier rapport annuel du Haut conseil de stabilit&eacute; financi&egrave;re<\/a> (HCSF). Autrement dit, les Fran&ccedil;ais remboursent mieux leur cr&eacute;dit immobilier que les Allemands (0,5% de d&eacute;fauts) ou les Britanniques, Espagnols et Italiens (1,5%).<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E2%80%A2_Des_cautions_plutot_que_des_hypotheques\"><\/span>&bull; Des cautions plut&ocirc;t que des hypoth&egrave;ques<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>En France, la majorit&eacute; des cr&eacute;dits immobiliers (52,7% fin 2014 d&rsquo;apr&egrave;s le HCSF) sont garantis par des organismes de caution (Cr&eacute;dit Logement ou organismes filiales de banques). Un gros tiers des pr&ecirc;ts &agrave; l&rsquo;habitat (34,7%) font quant &agrave; eux l&rsquo;objet d&rsquo;une hypoth&egrave;que. Une exception dans le paysage mondial : &laquo; <em>A l&rsquo;&eacute;tranger, on est surtout sur des mod&egrave;les hypoth&eacute;caires<\/em> &raquo;, indique Nicolas P&eacute;court.<\/p>\n<p style=\"background-color: #e5e5e5;\"><strong>Pr&egrave;s de 50.000 euros &agrave; rembourser par propri&eacute;taire<br \/><\/strong><br \/>L&rsquo;encours moyen de cr&eacute;dits immobiliers pour un m&eacute;nage propri&eacute;taire de son logement s&rsquo;&eacute;tablit &agrave; 47.096 euros en France &agrave; fin 2015. Traduction, chaque foyer propri&eacute;taire doit rembourser pr&egrave;s de 50.000 euros &agrave; sa banque&#8230; Du moins en th&eacute;orie : cette moyenne cumule en effet toutes les situations, sans distinguer les emprunteurs qui viennent de d&eacute;buter le remboursement et ceux qui le terminent.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Un emprunteur fran\u00e7ais ne contracte pas un cr\u00e9dit immobilier dans les m\u00eames conditions que ses voisins europ\u00e9ens.
