{"id":1771,"date":"2019-03-26T17:59:25","date_gmt":"2019-03-26T17:59:25","guid":{"rendered":"https:\/\/www.toutsurmesfinances.com\/argent\/?p=1771"},"modified":"2025-01-13T10:07:45","modified_gmt":"2025-01-13T09:07:45","slug":"aides-a-la-renovation-de-l-anah-plafonds-de-ressources","status":"publish","type":"post","link":"https:\/\/www.toutsurmesfinances.com\/argent\/a\/aides-a-la-renovation-de-l-anah-plafonds-de-ressources","title":{"rendered":"Aides \u00e0 la r\u00e9novation de l\u2019Anah : plafonds de ressources 2025"},"content":{"rendered":"<h2><span class=\"ez-toc-section\" id=\"Aides_a_la_renovation_de_lAnah_pourquoi_des_plafonds_de_ressources\"><\/span>Aides \u00e0 la r\u00e9novation de l\u2019Anah : pourquoi des plafonds de ressources ?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>L\u2019Agence nationale de l\u2019habitat (Anah) est un \u00e9tablissement public qui, via son programme \u00ab MaPrimR\u00e9nov\u2019 S\u00e9r\u00e9nit\u00e9 \u00bb (qui remplace le programme \u00ab Habiter Mieux \u00bb, octroie des aides financi\u00e8res aux propri\u00e9taires, occupants ou bailleurs, dans le but d\u2019aider \u00e0 la r\u00e9novation \u00e9nerg\u00e9tique du parc de logements priv\u00e9s anciens existants.<\/p>\n<p>Trois conditions sont requises pour pr\u00e9tendre \u00e0 une subvention de l\u2019Anah :<\/p>\n<ul>\n<li>faire r\u00e9aliser des travaux visant \u00e0 l\u2019am\u00e9lioration de son habitat<\/li>\n<li>\u00eatre propri\u00e9taire de son logement<\/li>\n<li>r\u00e9pondre \u00e0 des conditions de ressources<\/li>\n<\/ul>\n<p>De par sa mission sociale, l\u2019Anah concentre en priorit\u00e9 la distribution de ses aides aux m\u00e9nages dont les ressources n\u2019atteignent pas certains plafonds d\u00e9finis par le Code g\u00e9n\u00e9ral des imp\u00f4ts (CGI). Elle inscrit son action dans la lutte contre les fractures sociales et territoriales, mais aussi dans son combat contre la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique. Toute demande d\u2019aide est donc \u00e9tudi\u00e9e au regard de plusieurs aspects : \u00e9conomique, social, technique et environnemental.<\/p>\n<p>Fix\u00e9s au niveau national, les plafonds de ressources \u00e0 respecter sont r\u00e9vis\u00e9s au 1er janvier chaque ann\u00e9e. Pour les propri\u00e9taires occupant leur r\u00e9sidence principale, les plafonds varient selon la composition du m\u00e9nage et de ses revenus, mais aussi de la localisation du logement (\u00cele-de-France ou autres r\u00e9gions).<\/p>\n<p>Les propri\u00e9taires bailleurs peuvent pr\u00e9tendre \u00e0 une aide de l\u2019Anah si les ressources du ou des locataires ne d\u00e9passent pas certains plafonds au moment de la signature du bail. \u00c0 partir des bar\u00e8mes nationaux, le contact local de l&rsquo;Anah peut faire le choix des m\u00e9nages prioritaires \u00e0 l\u2019obtention d\u2019une subvention.<\/p>\n<p><strong>IMPORTANT :<\/strong> alors que les bar\u00e8mes de ressources sont traditionnellement r\u00e9vis\u00e9s au regard de l&rsquo;\u00e9volution de l&rsquo;indice des prix \u00e0 la consommation (hors tabac), les choses ont chang\u00e9 depuis le 1er janvier 2024. L&rsquo;actualisation des bar\u00e8mes s&rsquo;effectue d\u00e9sormais sur la base de la variation de cet indice entre septembre de l\u2019ann\u00e9e n-2 et septembre de l\u2019ann\u00e9e n-1 (et non plus de l&rsquo;indice du mois d&rsquo;octobre). Sur cette base, les plafonds applicables en 2025 sont en augmentation de 0,963% par rapport \u00e0 ceux de 2024. Ils avaient progress\u00e9 de 4,8% au 1er janvier 2024 par rapport \u00e0 ceux de 2023.<\/p>\n<p><strong>\u00c0 NOTER :<\/strong> vot\u00e9e en 2014, la loi Alur sur logement et l\u2019urbanisme a inscrit dans les missions de l\u2019Anah la participation aux actions de pr\u00e9vention et de traitement des copropri\u00e9t\u00e9s fragiles ou en difficult\u00e9. Il s\u2019agit des copropri\u00e9t\u00e9s qui font face \u00e0 un arr\u00eat\u00e9 d\u2019insalubrit\u00e9, \u00e0 une d\u00e9cision de justice ou une injonction de travaux. L\u2019agence finance des projets de travaux qui permettent, \u00e0 titre collectif, un gain \u00e9nerg\u00e9tique de 35% minimum dans les copropri\u00e9t\u00e9s.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Anah_les_plafonds_de_ressources_2025_applicables_aux_proprietaires_occupants\"><\/span>Anah : les plafonds de ressources 2025 applicables aux propri\u00e9taires occupants<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Les propri\u00e9taires occupants (qui occupent leur logement) doivent rester dans la limite de plafonds de revenus pour percevoir une subvention de l\u2019Agence nationale de l\u2019habitat. Celle-ci distingue deux cat\u00e9gories de m\u00e9nages \u00e9ligibles : ceux qui ont des ressources \u00ab modestes \u00bb et ceux qui ont des ressources \u00ab tr\u00e8s modestes \u00bb. Il existe donc deux niveaux maximum d\u2019aides. Les plafonds sont aussi fonction de la situation g\u00e9ographique du logement (\u00cele-de-France ou hors \u00cele-de-France).<\/p>\n<p>L\u2019appr\u00e9ciation des plafonds de ressources s\u2019effectue sur la base de <strong><a href=\"https:\/\/www.toutsurmesfinances.com\/impots\/avis-d-imposition-perdu-oublie-pas-recu-comment-obtenir-un-duplicata.html\" target=\"_blank\" rel=\"noopener noreferrer\">l\u2019avis d\u2019imposition sur le revenu <\/a><\/strong>ou sur <a href=\"https:\/\/www.toutsurmesfinances.com\/impots\/asdir-avis-de-situation-declarative-a-l-impot-sur-le-revenu.html\">l\u2019avis de situation d\u00e9clarative \u00e0 l\u2019imp\u00f4t sur le revenu (Asdir)<\/a> de chaque personne qui compose le m\u00e9nage au titre de l\u2019ann\u00e9e pr\u00e9c\u00e9dant la demande (N-1). Pour une demande d\u2019aide en 2025, il faut donc se reporter au revenu fiscal de r\u00e9f\u00e9rence (RFR) de l\u2019ann\u00e9e 2024 de l\u2019ensemble du foyer.<\/p>\n<p>Attention : pour pr\u00e9tendre \u00e0 une aide de l\u2019Anah, les propri\u00e9taires occupants ne doivent pas avoir b\u00e9n\u00e9fici\u00e9 d&rsquo;un <strong><a href=\"https:\/\/www.toutsurmesfinances.com\/immobilier\/ptz-2017-conditions-calcul-et-remboursement-du-pret-a-taux-zero.html\" target=\"_blank\" rel=\"noopener noreferrer\">pr\u00eat \u00e0 taux z\u00e9ro (PTZ)<\/a><\/strong> pour l&rsquo;accession \u00e0 la propri\u00e9t\u00e9 dans les cinq derni\u00e8res ann\u00e9es. Ce ne sera pas le cas pour un m\u00e9nage locataire de trois personnes r\u00e9sidant dans son logement ni\u00e7ois et dont les revenus annuels d\u00e9passent 30.206 euros.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Anah_les_plafonds_2025_applicables_aux_locataires_des_proprietaires_bailleurs\"><\/span>Anah : les plafonds 2025 applicables aux locataires des propri\u00e9taires bailleurs<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Les propri\u00e9taires bailleurs, qui envisagent de faire r\u00e9aliser des travaux d\u2019am\u00e9lioration de la performance \u00e9nerg\u00e9tique dans un logement mis en location \u00e0 titre d\u2019habitation principale, peuvent b\u00e9n\u00e9ficier d\u2019une subvention de l\u2019Agence nationale de l\u2019habitat et obtenir une d\u00e9duction fiscale sur leurs revenus fonciers imposables.<\/p>\n<p>En contrepartie, les propri\u00e9taires bailleurs doivent alors s\u2019engager aupr\u00e8s de l\u2019Anah \u00e0 proposer le bien \u00e0 un loyer abordable pendant neuf ans \u00e0 des locataires disposant de ressources modestes (\u00e0 la signature du bail). Le montant des ressources des locataires qu\u2019il faut prendre en compte correspond au <strong><a href=\"https:\/\/www.toutsurmesfinances.com\/impots\/revenu-fiscal-de-reference-a-quoi-ca-sert.html\" target=\"_blank\" rel=\"noopener noreferrer\">revenu fiscal de r\u00e9f\u00e9rence (RFR)<\/a><\/strong> de l\u2019ann\u00e9e N-2 (l\u2019avant derni\u00e8re ann\u00e9e). Pour un bail sign\u00e9 en 2025, ce sont donc les revenus per\u00e7us en 2023 par le locataire qui sont concern\u00e9s.<\/p>\n<p>Si aucune condition de revenus n\u2019est exig\u00e9e \u00e0 l\u2019encontre du bailleur pour profiter du dispositif, l\u2019octroi de l\u2019aide est en revanche subordonn\u00e9 \u00e0 la signature d\u2019une convention \u00e0 loyer ma\u00eetris\u00e9 avec l\u2019Anah. Cette convention avec travaux peut \u00eatre conclue suivant trois niveaux de loyers diff\u00e9rents. Il peut s\u2019agir, par ordre d\u00e9croissant, d\u2019une convention \u00e0 loyer interm\u00e9diaire, d\u2019une convention \u00e0 loyer social ou d\u2019une convention \u00e0 loyer tr\u00e8s social.<\/p>\n<p>Cette convention avec l\u2019Anah doit \u00eatre conclue soit avant la signature du bail, soit avant la date de prise d\u2019effet de ce bail ou, le cas \u00e9ch\u00e9ant, la date de son renouvellement, soit au plus tard deux mois apr\u00e8s la signature ou la prise d&rsquo;effet du bail ou de son renouvellement. La signature de la convention n\u2019est plus possible une fois ce d\u00e9lai pass\u00e9.<\/p>\n<p>Un loyer maximum au m\u00e8tres carr\u00e9 est fix\u00e9 par l\u2019Anah qui le calcule selon, notamment, le type de convention et la situation g\u00e9ographique du logement dans l\u2019une des cinq zones A, A bis, B1, B2 et C fix\u00e9es par un arr\u00eat\u00e9 du 30 septembre 2014.<\/p>\n<p>Le zonage g\u00e9ographique s\u2019\u00e9tablit comme suit :<\/p>\n<p>&#8211; <span style=\"text-decoration: underline\">Zone A bis <\/span>: Paris et 76 communes de la petite couronne<br \/>\n&#8211; <span style=\"text-decoration: underline\">Zone A<\/span> : agglom\u00e9ration de Paris (hors zone A bis), la C\u00f4te d\u2019Azur, la partie fran\u00e7aise de l\u2019agglom\u00e9ration genevoise, certaines agglom\u00e9rations ou communes o\u00f9 les loyers et les prix des logements sont tr\u00e8s \u00e9lev\u00e9s<br \/>\n&#8211; euros.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Demarches_dossier_Anah_et_simulation\"><\/span>D\u00e9marches : dossier Anah et simulation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Comment conna\u00eetre son \u00e9ligibilit\u00e9 \u00e0 une subvention de l\u2019Agence nationale de l\u2019habitat ? Les propri\u00e9taires occupants, les propri\u00e9taires bailleurs et les syndicats de copropri\u00e9taires peuvent se connecter au service en ligne de l\u2019Anah (monprojet.anah.gouv.fr).<\/p>\n<p>Les propri\u00e9taires (occupants et bailleurs) doivent se munir de la r\u00e9f\u00e9rence de l\u2019avis d\u2019imposition et de leur num\u00e9ro fiscal. Si le demandeur constate qu\u2019il d\u00e9passe les plafonds de ressources, il doit contacter un Point R\u00e9novation Info Service (PRIS). Celui-ci se chargera d\u2019effectuera une analyse plus approfondie de sa situation et l\u2019orienter vers un autre type d\u2019aide.<\/p>\n<p>Les repr\u00e9sentants de copropri\u00e9t\u00e9 qui font une simulation sur le site d\u00e9di\u00e9 de l\u2019Anah doivent renseigner le num\u00e9ro d\u2019immatriculation de la copropri\u00e9t\u00e9.<\/p>\n<p>La d\u00e9cision l\u2019Agence nationale de l\u2019habitat d&rsquo;accorder ou de refuser une aide doit intervenir dans les quatre mois suivant le d\u00e9p\u00f4t de la demande. Attention : le montant des travaux ne doit pas d\u00e9passer 20.000 euros. Ce seuil remonte n\u00e9anmoins \u00e0 50.000 euros pour des travaux de r\u00e9habilitation d\u2019un logement tr\u00e8s d\u00e9grad\u00e9.<\/p>\n<p>Ce sont les diff\u00e9rents types de plafonds de ressources qui d\u00e9terminent le montant de l\u2019aide auxquels les m\u00e9nages concern\u00e9s peuvent pr\u00e9tendre. Pour les m\u00e9nages aux ressources \u00ab modestes \u00bb, l\u2019aide de l\u2019Anah s\u2019\u00e9l\u00e8ve \u00e0 35% du montant total des travaux. Pour les m\u00e9nages aux ressources \u00ab tr\u00e8s modestes \u00bb, la subvention atteint 50% de la somme totale.
